Minin Indefinitely Postpones VAT Exemption for Purchase of Russian Software

The Ministry of Finance has indefinitely postponed the initiative to cancel the VAT exemption for purchasing domestic software. This statement was made today by Irina Okladnikova, the First Deputy Minister of Finance of Russia, at the CNews forum 2025.

"It has been indefinitely postponed for now. Our task is to collect additional revenues. Of course, we are trying, as the Ministry of Finance, and actively discussing this on the government platform, to collect revenues from wherever we can, and of course, any tax benefits always raise questions for us, especially those introduced many years ago," Okladnikova was quoted by TASS.

However, Okladnikova added that the results obtained in the case of canceling the VAT exemption made the Ministry of Finance reconsider.

"Therefore, in the amendments submitted to the State Duma for the second reading [of the budget], we abandoned this idea, and the exemption remains," Okladnikova explained.
