The Russian government has approved new rules for centralized management of the public communication network. The document, which defines threats to the stability and security of the internet, was signed on October 27 and will come into force on March 1, 2026. The list of threats includes lack of access to communication services due to network failures and overloads, disruption or cessation of operation of critical infrastructure facilities, violations of information security of various automated systems, access to resources restricted in Russia, cyber attacks, spoofing of subscriber numbers, etc., according to TASS. Another officially recognized threat to the integrity of the internet is the inability to transmit information from Russia to foreign countries. Information about threats from the list will be sent to Roskomnadzor. The agency, in coordination with the Ministry of Digital Development and the FSB, will determine response measures for each specific threat. This gives Roskomnadzor the authority, for example, to change traffic routes, ensure backup communication channels, apply information protection tools, and directly issue instructions to telecommunications operators. The regulation will remain in effect until March 1, 2032.
