Starting March 1, 2026, a change affecting millions of households in Russia will come into effect. The final date for payment of housing and utility services will be moved from the 10th to the 15th of each month. As reported by TASS, this new regulation has been established by a corresponding law, according to Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Utilities.
Kolunov explained that the main goal of this change is to adjust payment deadlines to match the financial cycles of Russian citizens.
"We are aware that many Russians receive their salaries not on the 1st, 5th, or 10th of the month. A large number of citizens get their money on the 12th, sometimes even on the 15th. We know that it is more convenient and calmer to pay for housing and utilities after receiving the salary. That is why we adopted this law," the deputy noted.
According to lawmakers, this measure will help prevent accidental delays in payments and, consequently, the accrual of penalties.
