Russian President Vladimir Putin instructed the government to develop a comprehensive plan for the extraction and processing of rare and rare-earth metals. This directive was issued following the Eastern Economic Forum (EEF) and published on the official Kremlin website.

According to the document, the Cabinet of Ministers is tasked with approving a plan of measures (roadmap) for the long-term development of extraction and production of this strategic product by December 1, taking into account previously given instructions. Prime Minister Mikhail Mishustin is responsible for implementing the presidential directive.

Rare-earth metals are an important raw material for high-tech industries—from electronics and the defense-industrial complex to "green" energy. The creation of a "roadmap" is intended to ensure a systematic approach to the development of rare-earth metal deposits in Russia.
