Russian Government Expands Three SEZs (SEZ stands for Special Economic Zone)

On October 30, 2025, the Russian government expanded the territories of three special economic zones (SEZs) by decree. The list includes the SEZ "Titan Valley" in the Sverdlovsk region. The zone is being expanded to 635.7 hectares by incorporating the lands of the former metallurgical plant in Alapaevsk. Here, interconnected investment projects in metallurgy are planned, with investments exceeding 28 billion rubles and the creation of more than a thousand jobs. The boundaries of the SEZ "Center" in the Voronezh region are also being expanded, where the construction of a steel foundry and a grain processing plant is planned. Additionally, the SEZ "Kulibin" in the Nizhny Novgorod region is being expanded with projects for the production of building materials and modular homes. SEZs provide businesses with tax benefits and customs preferences.
