### New Rules for Calculating Scrap Fee on Passenger Cars May Come into Force on December 1 The new rules for calculating the scrap fee on passenger cars may come into effect on December 1. Previously, this scheme was planned to be introduced on November 1 of this year. The reason for reconsidering the timelines for introducing the scrap fee on cars was that some motorists might have already ordered and paid for cars with engine power exceeding 160 horsepower after the publication of the draft regulatory act with new parameters, or faced unpredictable delays in delivering vehicles. The postponement will give citizens the opportunity to complete the delivery of cars under the current rules. The new decision with the possibility of deferral was made following the instructions of the First Deputy Prime Minister of the Russian Federation, Denis Manturov.
