On behalf of First Deputy Prime Minister Denis Manturov, the Ministry of Industry and Trade of the Russian Federation will work on postponing the introduction of new rules for calculating scrap collection for passenger cars imported from abroad. This is reported by "Интерфакс".
The Ministry of Industry and Trade has been instructed to "promptly submit proposals" on the possible postponement of the new rules, which are due to enter into force on November 1, 2025.
Earlier, Delovaya Rossiya approached Denis Manturov with a corresponding initiative. Public activists drew attention to the fact that according to the regulations being introduced, the age of the car, the volume and power of its engine will now be taken into account when calculating the recycling. At the same time, Russians are increasingly in demand for high-power vehicles, including electric cars and hybrids. In this regard, the calculation of scrap collection based on engine volume "loses relevance".
Alexey Repik, the head of Delovaya Rossiya, noted that the new rules for calculating scrap collection, on the one hand, will support official car dealers and protect buyers from "gray" import schemes, on the other hand, innovations are being adopted "during an ambiguous period for the car market." According to him, many transactions for the purchase of foreign cars were concluded before the announcement of the upcoming changes, but due to the subsequent high demand and the maximum load of border checkpoints, the delivery time of cars increased by several weeks. In this regard, it is necessary to extend the transition period for the completion of existing orders under the current rules, in particular, the clearance of customs procedures for transactions made in August-October.
