
The Accounting Chamber has revealed shortcomings in the costs of the federal project "Professionalism"

The Accounting Chamber of Russia conducted an audit of the effectiveness of the use of federal budget funds allocated for the implementation of the Professionalism project, and concluded that there was a need to strengthen control and improve planning. The project, launched in 2022, is aimed at modernizing the secondary vocational education system and training qualified specialists.
According to the results of the audit, although all the planned targets were achieved, most of them were exceeded by 25% or more, which indicates underestimated goals. There is also a lack of complete information on the implementation of the project, and data collection is carried out only as part of individual monitoring.
46.3 billion rubles were allocated for the implementation of the project in 2022-2024. Reports on the progress and results of the project do not reflect the actual amount of funds raised from these sources, which also makes it difficult to assess the effectiveness of the project, the Accounting Chamber noted.
The key event of the project was the creation of educational and production centers, for which 31.3 billion rubles were allocated.
Despite the successes, some grantees did not achieve their targets, and the Ministry of Education did not apply liability measures. In addition, problems with the quality of subsidy planning were identified, which led to the formation of unused balances.
In addition, the audit revealed the facts of inefficient use of equipment purchased from the federal budget as part of the implementation of the federal program: at the time of the audit, equipment worth 695.2 million rubles, purchased in 2023-2024 to equip the center for advanced training in secondary vocational education, was not in use.
