By July 1, 2026, the Government of the Russian Federation must receive for consideration a prepared plan for the creation of the BRICS exchange, which will promote the development of mutual exchange trading. The corresponding requirement is contained in the National Competition Development Plan until 2030.

The Ministry of Economic Development, the Ministry of Finance, the Ministry of Agriculture, the Federal Antimonopoly Service, the Ministry of Industry and Trade, with the participation of the Central Bank and other interested organizations, have been appointed responsible for preparing the plan for the creation of the BRICS exchange.
