In 2026, the quota for granting foreigners and stateless persons has been reduced to 3,802 temporary residence permits in Russia, distributed by region. This is the decree of the Government of the Russian Federation, transmitsTASS.

For comparison, in 2025 the quota was 5 and a half thousand permits, and even earlier it was 10 thousand 595.

The reduction in the quota is explained, first of all, by the non-compliance of applicants with the established criteria, which is why the percentage of quota spending in the regions is low: in January and July, the quota was spent by only 17.5%.

In more detail, the reduction of quotas for federal districts is as follows::

  • In the North-West -43%
  • Central Federal District -40%
  • Far Eastern -33%
  • Privolzhsky -21%
  • Siberian -19.5%
  • Uralsky -18%

The quota reserve, which is distributed to the regions of Russia, is also being reduced. Back in 2024, it amounted to 3,178 temporary residence permits, while only 1,140 permits are planned for 2026.

As for the distribution, Moscow and the Moscow Region and St. Petersburg account for the most permits. The Smolensk Region and the Republic of Tyva will receive the least permits in 2026.
