The State Duma has denounced the Russian-American agreement on the disposal of plutonium.

At the plenary session, State Duma deputies adopted a law denouncing the agreement between the Russian Federation and the United States on the disposal of plutonium, which is no longer necessary for defensive purposes, on its handling and cooperation in this area. This is a document signed in Moscow on August 29, 2000 and in Washington on September 1 of the same year.

The relevant initiative was submitted to the State Duma by the government in July 2025. The explanatory note to the law states that in 2016, the agreement and its protocols were suspended by decree of the President of the Russian Federation due to a "fundamental change in circumstances": the introduction of anti-Russian sanctions by the United States; the adoption of the law on support for Ukraine allowing interference in the internal affairs of the country; the expansion of NATO to the East; the build-up of the US military presence in the countries of Eastern Europe; as well as the US plans to change the procedure for the disposal of plutonium, prescribed in the agreement, without obtaining the consent of the Russian Federation.
