The frequency of mandatory preventive visits by inspectors to control facilities of significant, medium and moderate risk has been determined. The Government of the Russian Federation is confident that this will allow enterprises and the state to more accurately distribute the burden when it comes to control and supervision in the country. The relevant decree was developed by the Ministry of Economic Development under the supervision of Deputy Prime Minister Dmitry Grigorenko, Head of the Government Staff.

It is known that mandatory preventive visits are conducted at control facilities instead of scheduled inspections. They do not involve fines, only warnings about the elimination of violations. Earlier, the decision to introduce professional visits had already reduced the administrative burden on businesses, which turned out to be significant in the face of sanctions pressure. And since 2025, the preventive visits measure, which was previously considered temporary, has become permanent.

As for the frequency of professional visits, it will depend on the risk category of the facility. So, once every three years, inspectors will visit enterprises of significant risk. They will appear at medium-risk facilities every five years and no more than once every six years - moderate.

It is also noted that primary professional visits in relation to controlled persons who have just started their work will not be taken into account in the frequency.

«We analyzed the practice of applying professional visits in previous years and, based on these data, determined the optimal frequency of such events for selected risk categories. A clear frequency will make this tool more predictable. Businesses will be able to plan their work, and state control bodies will be able to allocate their resources most effectively, Dmitry Grigorenko comments.

In October 2025, 12 million controlled facilities were assigned risk categories in Russia. All objects are listed in the Unified Register. Of these, 1.3 million enterprises have significant risk, 2.2 million have medium risk, and 2.3 million have moderate risk.

It is noted that SMEs and socially oriented NGOs can also conduct professional visits on their own application. However, the regulatory authorities may still come with verification, for example, on risk indicators. Scheduled inspections for high- and extremely high-risk facilities were also not canceled.
