
The State Duma is preparing a law on the transfer of empty apartments to municipalities

The State Duma proposed to transfer empty apartments to the disposal of municipal authorities. The corresponding the bill was submitted to the State Duma at the end of September. One of the authors of the initiative is Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.
The explanatory note to the draft states that a federal law is being developed in order to ensure the safety of life and health of citizens living in houses, most of which are empty.
«Owners abandon apartments and stop maintaining empty housing, which leads to disruption of the functioning of communal systems, in particular, disruption of the heating circuit of an apartment building, especially in winter (open windows, broken glass, etc.), and as a result, increased wear of engineering systems, frequent breakthroughs of heating, water supply, and sanitation systemsem>, follows from the explanation.
The authors of the bill propose to solve the problem as follows. To adjust the current housing legislation so that a dwelling in an apartment building can be considered empty. The apartment will be recognized as such by a specially created local government commission. Thus, if the owners do not maintain the housing, it will be able to be placed at the disposal of municipalities.
