On the evening of July 23, representatives of Russia and Ukraine held the third round of negotiations on the settlement of the conflict in Istanbul. The Russian delegation was still led by Presidential Aide Vladimir Medinsky, while the Ukrainian delegation was represented by former Defense Minister and Secretary of the National Security and Defense Council of Ukraine Rustem Umerov. According to media reports, before the start of the main negotiations, the heads of delegations had a one-on-one conversation.

During the main meeting, the parties discussed the possibility of short truces on the front line (to collect the wounded and dead), a new prisoner exchange (we are talking about 1,2 thousand people on each side), as well as the return of civilians (about 30 people) displaced to the territory of Ukraine from the Kursk region..

Russia has proposed to Ukraine to form three groups to work on political, humanitarian and military issues. The Ukrainian delegation accepted this proposal for consideration.

At the same time, the Ukrainian side insisted on organizing a meeting between the leaders of the two countries, it was proposed to hold it as soon as possible, before the end of August. Russia responded by suggesting that there should be no rush, as it is necessary to sign a ready-made agreement at such a meeting, rather than discuss it.
