New laws against fraudsters and illegal migrants will come into force in September.

Starting from September 1, a package of legislative changes aimed at strengthening the security of citizens and the state comes into force in Russia. Vyacheslav Volodin, Chairman of the State Duma, spoke on his Telegram channel about key innovations related to combating fraud, migration registration, consumer protection and regulating the activities of foreign agents.

Financial Protection: &cooling off period» and bans on loans

A cooling-off period will be introduced against fraudsters when applying for loans. During this time, all financial transactions on the new loan will be blocked, which will give citizens the opportunity to change their minds and cancel the deal if they are under pressure.

New protection mechanisms will also work:

    Appointment of an authorized person: appointment of a trusted person to confirm bank transfers and cash withdrawals. Self-ban on loans: it will be possible to issue a ban on giving yourself a loan through the MFC. Expanding the powers of the security forces: law enforcement agencies will have the right to request information from banks on the accounts of citizens and legal entities out of court to investigate criminal cases.

Stricter migration controls

Since September, control over the stay of foreign citizens in Russia has been tightened. In particular, current duties are being increased and new duties are being introduced for visitors to the country.

An experiment to tighten control over migrants will be conducted in Moscow and the Moscow Region. They will become mandatory:

    Registration at the place of actual stay. Fingerprinting and biometric photographing. Sending geolocation through a special mobile application.

Consumer and Child Protection

The imposition of paid services is prohibited by law. Now the condition for their purchase is considered null and void by default. The consumer has the right to refund money for goods or services imposed on him without his express consent.

Some regulations apply to children. Fines of up to 2 million rubles will be imposed on legal entities for the sale of gas-containing products to minors, for example, cans, lighters. 

New Rules for Teachers and Foreign Agents

Professional development and retraining of teachers is now possible only in state or municipal organizations. This, according to Volodin, will improve the quality of education.

The responsibility of persons recognized as foreign agents is being tightened. Fines for non-compliance with the requirements of the Ministry of Justice will increase:

  • for citizens — up to 50 thousand rubles;
  • for officials — up to 300 thousand rubles;
  • for legal entities — up to 500 thousand rubles.
Those who violate the law while abroad will also be held accountable.

Foreign agents will be completely excluded from educational and awareness-raising activities. There is also a complete ban on advertising on unwanted and blocked resources. Advertisers and distributors will be responsible for such actions.
