Putin signed a law on the mass introduction of the digital ruble

Starting in September 2026, a phased, mass introduction of the digital ruble will begin in Russia. The relevant law was signed by Russian President Vladimir Putin. Starting from the same date, all banks will be required to provide customers with the ability to use a universal QR code to pay for goods and services.

Thus, starting from September 1, 2026, sellers with annual revenue of 120 million rubles or more will be able to conduct operations with digital rubles. At the same time, they will have to be customers of systemically important banks.

Starting from September 1, 2027, sellers with annual revenue of 30 million rubles or more will have this opportunity.

Starting from September 1, 2028, everyone else will have it.

The digital ruble is being introduced in addition to cash and non-cash rubles, and it will be equivalent to these units. It is assumed that its implementation will speed up transfers and increase the transparency of spending public funds. Test budget payments in digital rubles will begin in the second half of 2025.
