The Ministry of Finance plans to increase the federal budget by 829 billion rubles in 2025 to 42.3 trillion rubles. The main funds will be allocated to the social sphere, healthcare and agriculture.

A significant increase in financing is provided for the affordable housing and utilities program (+279 billion rubles), including preferential mortgages. Spending on agricultural development will also increase (+42 billion rubles), healthcare (+26 billion rubles) and the transport system (+25.6 billion rubles). Additional funds will be allocated to help children with serious illnesses and the Circle of Goodness Foundation.

At the same time, it is planned to reduce spending on industry (-97 billion rubles), including reduced support for the automotive and aircraft industries. The costs of R&D (-22 billion rubles) and energy (-7 billion rubles) will decrease.

Experts note that in conditions of geopolitical instability, the authorities are focusing on socio-economic stability, temporarily postponing technological modernization, Vedomosti reports.
