Financing of airport construction will be carried out using the "boiler method" - Rosaviatsia

"For the first time, the concession mechanism will be used as a priority in the federal project for the Development of the airfield backbone network. This was announced by the head of the Federal Air Transport Agency Dmitry Yadrov.

It is expected that over 124 billion rubles from extra-budgetary sources will be involved in the reconstruction of 28 airfields.

An innovation in airport construction financing will be the "boiler method" scheme. According to Yadrov, this will make it possible to distribute the tariff burden from the invested investments evenly to all airports of the holding.

When using this scheme, the tariff load per passenger will average 150 rubles. The funds raised will be used to reimburse investments made by the holding in the reconstruction of airfields.

The relevant amendments to the legislation have been approved by relevant departments. According to the plan, the mechanism will start working on September 1. It is expected that under the new rules, three concession agreements will be concluded with Kemerovo, Stavropol and Chita.

It was noted that the Airfield Reconstruction Fund currently has 23 facilities under design. Construction and installation works are planned to start in 2025.
