To increase security, a number of technical solutions are being introduced: mandatory labeling of calls with the name of the sending organization, blocking the receipt of messages from Public Services during telephone conversations, including login confirmation codes.
The law prohibits the use of foreign messengers for communication with citizens by government agencies, banks and telecom operators. At the same time, restrictions are imposed on the transfer of SIM cards to third parties, although it remains possible to transfer such cards to close relatives. In the field of financial transactions, it is possible to use biometrics when obtaining microloans, and banks are required to extend anti-fraud controls not only to online payments, but also to ATM transactions. In case of detection of suspicious transactions, the bank is obliged to limit the cash withdrawal to 50 thousand rubles per day for 48 hours and notify the client about it. An important element of protection will be the creation of a state information system for countering offenses committed using information and communication technologies. The institution of authorized representatives of clients during the transfer of funds is also being introduced. Most of the provisions of the law will come into force on June 1, 2025.
