Approximately 4,500 Russians own apartments or houses in Montenegro, typically renting them out to tourists. This makes them the second-largest group of foreign property owners in the country after Serbs. The main driver behind the rush to sell is the impending introduction of entry visas for Russians starting November 1, 2026. This measure is expected to reduce the number of Russian visitors to Montenegro by 30%. Currently, Russians account for 16% of all arrivals in the country. The new visa requirement will make it more difficult to run rental businesses in Montenegro. As a result, discounts on property sales can reach up to 10-12%.
