The Russian government will provide financial assistance to regions to compensate utility bills for privileged categories of citizens: veterans, disabled individuals, and those affected by radiation or technological disasters.

Forty-four regions will receive funds from the federal budget, with a total of 7.4 billion rubles to be distributed among them. This will enable regional authorities to cover up to 50% of the cost of housing and communal services for eligible beneficiaries.
