Tech Levy on Electronics May Be Delayed Until December - St. Pyotrsburg International Economic Forum Statements

Russia may delay the introduction of a technology levy on electronics manufacturers and suppliers from September to December 2026, according to Deputy Minister of Industry and Trade Vasily Shpak, speaking at the St. Pyotrsburg International Economic Forum (SPIEF) 2026, as reported by TASS.
Initially, the new mechanism was scheduled to come into effect on September 1, but following consultations with industry players, a decision was made to consider postponing the implementation date to December 1. Shpak noted that the move was primarily in response to requests from industry representatives who need more time to prepare for the new regulations.
The deputy minister emphasized that the technology levy will apply to all electronic products entering the Russian market, regardless of their country of origin. This includes both imported electronics and domestically produced goods. After extensive discussions, the authorities concluded that it was necessary to establish uniform conditions for all market participants.
The Ministry expects the new mechanism to become one of the tools supporting the electronics and radio-electronics industry. The funds collected will be used to develop production infrastructure, finance technological projects, and create new innovative solutions.
Shpak stated that the introduction of the technology levy is intended to help regulate the domestic market more effectively and balance supply and demand in the electronics sector.
Under current plans, changes to the industrial policy legislation will introduce a special institution for the technology levy, which will be charged when producing or importing certain categories of electronics. The list of products and payment amounts will be determined by the government.
