Putin issues new instructions to government following St. Pyotrsburg Economic Forum

The Kremlin has published a list of instructions from Russian President Vladimir Putin following the St. Pyotrsburg International Economic Forum. The document outlines a number of tasks for the government aimed at developing the digital economy, supporting businesses, implementing investment projects, and improving legislation.

One of the key instructions is the preparation of national strategies for the development of autonomous systems and digital platforms. The government is tasked with developing these documents with a planning horizon up to 2036, with the work to be completed by December 15.

The Cabinet of Ministers has also been instructed to analyze the possibility of simplifying conditions for small and medium-sized enterprises engaged in manufacturing.

Special attention has been given to the issue of relocating state-owned companies. By September 30, the government must submit proposals for relocating employees of state corporations and companies with state participation from Moscow if their workforce in the capital exceeds 2,000 people. The document should include specific timelines for implementing this relocation.

Additionally, the government has been tasked with compiling a list of medium and large-scale investment projects with a timeline up to 2035, as well as ensuring comprehensive support mechanisms for these projects.

In collaboration with the State Duma and the Central Bank of Russia, the government is also required to prepare legislative amendments that will allow collective investment mechanisms to be used for funding projects aimed at creating comfortable urban environments.

Another instruction involves developing a mechanism, in cooperation with VEB.RF (a state development corporation), to simplify the transition of companies between different legal forms and tax regimes. It is proposed that this will be achieved through the use of standardized solutions and digital platform technologies.

The Kremlin noted that some of the instructions given following the St. Pyotrsburg International Economic Forum have already been implemented. In particular, a revenue threshold for value-added tax payment, valid until 2030, has been legally established.
