### Russian Government Approves Incentives for State-Owned IT Companies The Russian government has approved criteria that allow accredited IT companies with state participation to benefit from a preferential insurance contribution regime. The decision aims to stimulate the development of domestic software and attract investments into Russian digital products. Under the new rules, companies with at least 50% direct or indirect state ownership will be eligible for state accreditation and a reduced insurance contribution rate of 15%. For payments above the unified threshold, a rate of 7.6% will apply. In addition to tax benefits, employees of these companies will have access to existing support measures designed for IT professionals. To qualify for the incentives, companies must meet at least one of the established criteria. These include developers of software for state information systems, participants in particularly significant IT projects, owners of programs included in the list of domestic software for mandatory pre-installation, and creators of software and hardware complexes for critical information infrastructure. The government expects that the new conditions will expand opportunities for the development of Russian digital solutions in strategically important market segments where state-owned companies play a significant role.
