Putin Orders Optimal Model for Rural Water and Heat Supply

Russian President Vladimir Putin has instructed the government to develop proposals for improving heating and water supply systems in sparsely populated areas of the country. The proposals are expected to be submitted by the Cabinet of Ministers by September 1.
The directive is part of a set of decisions approved by the head of state following a meeting with municipal community representatives on April 21, 2026. The document was published on the official Kremlin website.
According to the directive, the government is tasked with developing the most effective mechanisms for owning and operating communal infrastructure facilities in small settlements. This includes heating systems, hot and cold water supply, as well as sewage systems.
In preparing the proposals, the government must take into account the specific characteristics and objective challenges typical of small villages and towns, where maintenance and modernization of communal networks are often associated with increased costs and limited resources.
It is expected that the developed measures will enhance the reliability of communal services for rural residents and create a more sustainable model for managing infrastructure in small settlements.
