Russia extends moratorium on temporary customs declaration restrictions for new foreign trade participants

Russian lawmakers have passed a third-reading amendment allowing new exporters to use the temporary periodic customs declaration mechanism. The measure will be in effect until January 1, 2029.

The amendment addresses a regulation that previously prohibited young companies (those engaged in foreign economic activity for less than one year and having conducted fewer than 12 import or export operations) from using temporary periodic customs declarations. This restriction was suspended in November 2024 to facilitate the work of foreign economic activity participants amid changes in logistics chains and entry into new markets. The original moratorium was set to expire on January 1, 2027.
