Russian Central Bank Shuts Down Registry of Certified Financial Market Specialists

The Bank of Russia has announced the termination of its register of certified financial market professionals. The decision follows legislative changes that came into effect on April 20, 2026.

From this date, the regulator will cease performing several functions related to the professional certification system. Specifically, the Central Bank will no longer accredit organizations conducting certification exams, approve exam programs, set the format of qualification certificates, or make decisions on their revocation.

Additionally, the Bank of Russia will stop accepting applications for certification and renewal of accreditation, as well as for reissuing relevant certificates. Duplicates of certificates previously issued by the Federal Financial Markets Service (FFMS) and Federal Commission for Securities Market (FCSM) will no longer be issued, nor will extracts from the register, including those requested through the state services portal.

The regulator will also cease processing information about certified professionals submitted by specialized organizations, as well as applications for amendments to the register. It will no longer accept requests for revocation of accreditation from organizations conducting financial market participant certification.
