Russian Antimonopoly Service May Adjust Regional Utility Tariffs Due to Overpayment of 50 Billion Rubles

The Russian State Duma is set to consider a package of bills aimed at strengthening control over tariff formation in the housing and utilities sector. The discussion of these initiatives is scheduled for a session on March 11, according to Vyacheslav Volodin, the chairman of the lower house of parliament.
According to Volodin, deputies regularly receive complaints from citizens about excessively high utility bills. Inspections have shown that many of these complaints are justified. Last year alone, it was found that residents overpaid more than 50 billion rubles due to improper charges.
Volodin also expressed concern about the implementation of decisions made by the Federal Antimonopoly Service (FAS). He noted that in recent years, the number of cases where regional authorities ignore FAS instructions has significantly increased. If in 2023 there were 14 such violations, over the next two years, this number rose to 93.
In the view of the Duma leadership, this indicates the need for stricter regulation in tariff setting. The proposed bills aim to increase transparency in the system and protect consumer rights.
One of the initiatives envisions expanding the powers of the Federal Antimonopoly Service. Specifically, the agency could be given the authority to adjust maximum tariffs independently if regional authorities fail to comply with its instructions or recommendations.
Another bill proposes stricter liability for officials who repeatedly violate FAS decisions. Possible sanctions include mandatory disqualification of officials for up to three years.
The authors of these initiatives believe that such measures will bring order to the tariff regulation system and prevent unjustified increases in housing and utilities payments.
