Parallel imports in Russia exceeded $23.1 billion in 2025, with an average monthly volume of around $1.9 billion, according to Roman Chekushov, Deputy Minister of Industry and Trade, as reported by TASS.

Chekushov noted that the volume of parallel imports is declining annually due to the emergence of new domestic production facilities and substitution of products from unfriendly countries with similar goods from friendly ones.

He also highlighted that in January 2026, the figure dropped to a historical low of $1 billion, nearly half the average monthly values of the previous year.

  • Russia introduced the parallel imports mechanism in 2022. The list of such goods is updated regularly.
