Business Non-Tax Fees Overhaul Discussed by Experts

An expert council meeting convened by the Russian government took place in Moscow, focusing on the systematization and optimization of mandatory public non-tax payments. Key topics included the creation of a unified electronic registry for these payments, which would enhance transparency and control.
Deputy Chairperson and Executive Director of the business association "Delovaya Rossiya" (Business Russia) Nonna Kagramanyan proposed implementing a "guillotine" mechanism for all non-tax payments. This initiative involves a systematic review and streamlining of business obligations, helping to control the growth of financial burdens and reduce administrative barriers.
Expert Council Chairman Yaroslav Kuzminov supported the proposal and suggested forming an interdepartmental working group under the Presidential Administration to implement it.
Non-tax payments include, among others, recycling fees, environmental fees, patent and licensing fees. Lack of transparency in this area negatively affects competition: small and medium-sized companies often struggle to quickly adapt their business models to new obligations.
According to estimates by the Audit Chamber, the additional burden on businesses from non-tax payments amounts to approximately 2 trillion rubles annually.
