Rice Export Restricted in Russia: Annual Quota Introduced for 2026

The Russian government has approved the parameters for the export of paddy rice in 2026. Throughout the year, the export of the product outside the Eurasian Economic Union will be carried out within the established quota.
The maximum supply volume is set at 200,000 tons per year. Within this quota, rice exports will be exempt from export customs duties. If the established limit is exceeded, exporters will be required to pay a duty of 50% of the customs value of the goods.
As noted by the government, the decision is of a strategic nature. The quota mechanism is designed to support the sustainable development of domestic rice farming, balance the domestic market, and simultaneously create conditions for expanding the presence of Russian products in new foreign markets.
