Matvienko notes lack of impact of current family mortgage conditions on birth rate

The current terms of family mortgage lending do not lead to an increase in birth rates, contrary to the original intention. This fact was stated by Valentina Matviyenko, Chairwoman of the Federation Council, during a meeting of the Council of Legislators of the Russian Federation.

- This program was named "family" because it was intended to increase birth rates and improve living conditions for families with children. However, we must admit that the current rules for issuing family mortgages do not fully contribute to achieving these goals, - she said.

Matviyenko recalled the parliamentary initiative to introduce a differentiated rate for preferential mortgages, which would decrease depending on the number of children in the family. According to her, these conditions would stimulate the creation of large families.

- The right to receive benefits should be granted to those who really need state support. And we need to create the fairest conditions for this, - she noted, adding that at the same time, subsidized mortgages should not encourage the migration of regional residents to capital agglomerations. - Unfortunately, this trend is clearly evident. Therefore, we advocate for priority issuance of family mortgages in the region of residence of the family.
