The maternity capital program should be reoriented to support the birth of the third and subsequent children. This proposal was made by Valentina Matviyenko, Chairwoman of the Federation Council, at a meeting of the Presidential Council on the implementation of the state demographic and family policy.

Matviyenko emphasized that the amount of federal payments for the second and subsequent children is significantly lower than that allocated for the first child. The same situation is observed with regional maternity capital payments.
— In general, there should be an ideology, in my opinion: all additional support measures — federal, regional — should be focused on supporting the birth of the third, fourth, and subsequent children, — Matviyenko concluded.
