Roskomnadzor has announced a new package of laws to strengthen control in communication networks.

At the SPEKTR-2025 forum, Oleg Terlyakov, Deputy head of Roskomnadzor, announced the preparation of a new package of laws tightening the responsibility of telecom operators for non-compliance with subscriber identification requirements. This was a response to the fact that businesses, according to the official, are in no hurry to fully comply with legislation designed to deprive fraudsters of anonymity without the threat of fines.

The new legislative package will focus on establishing administrative responsibility for telecom operators for non-compliance with subscriber identification requirements. As Terlyakov noted, the lack of direct rules of responsibility leads to the fact that operators are in no hurry to comply with the established rules.

According to Roskomnadzor, as of October 2025, a significant number of violations remain: 8.8 million SIM cards remain registered to foreigners; 53% of them (about 4.7 million) belong to unidentified subscribers; 757 thousand SIM cards are registered to 37 thousand foreigners exceeding the limit; 6.4 million SIM cards are registered to 89 thousand Russian citizens in excess of the established limits.

The new package of laws will also address issues of ensuring the sustainable operation of the Anti-fraud system. According to the agency, on average, 107 verification nodes (10% of the total number) are unavailable or not functioning normally every month.

Legislative initiatives are planned to be submitted for consideration during the autumn session of 2025. According to representatives of Roskomnadzor, the adoption of new standards will ensure more effective enforcement of legislation in the field of security of communication networks.
