The Accounting Chamber revealed inefficient expenses of the Federal Tax Service and TFOMS

The Accounting Chamber of Russia has completed an audit of the Federal Compulsory Medical Insurance Fund (FMS) and territorial Compulsory Medical Insurance funds (TFOMS) in the Moscow Region and Krasnodar Territory, concluding that their expenditures are not effective enough. The audit revealed problems that require a more cost-effective approach to financing.

One of the key problems was the lack of a unified approach to establishing terfund branches, which leads to additional costs. At the beginning of 2025, 139 branches in 28 TFOMS were operating in the country, and the total cost of their maintenance in 2024 amounted to 245 million rubles. Optimizing branches can save up to 25 million rubles a year, according to the report of the Accounting Chamber.

Shortcomings in the personalized accounting of insured persons were also noted, which led to an overestimation of their number and incorrect calculation of subventions. The TFOMS of the Krasnodar Territory has identified the risks of overstating labor costs, which can save another 42.2 million rubles annually.

The audit also found violations in the use of compulsory medical insurance funds in the amount of 8.6 million rubles in the TFOMS of the Moscow region. The Accounting Chamber proposed to conduct an unscheduled verification of the accuracy of information about insured persons and recalculation of subventions for 2025 to increase cost efficiency.
