According to the results of the first half of 2025, the federal budget of the Russian Federation was executed with a deficit of 4.8 trillion rubles, which corresponds to 2.1% of the projected GDP. This is reported by the Accounting Chamber.

Over the past period, the total revenue of the federal budget amounted to 16.5 trillion rubles, or 42.9% of the forecast. Oil and gas revenues account for 52.1% (4.3 trillion rubles) of total revenues, while non-oil and gas revenues account for 40.4% (12.2 trillion rubles).

In annual terms, the volume of federal budget revenues decreased by 0.6% or by 107.2 billion rubles. A decrease of 19.5% was recorded in oil and gas revenues, and an increase of 8.4% in non-oil and gas revenues.

The national debt of the Russian Federation in the first half of the year increased by 4.9%, or 1.4 trillion rubles, to 30.5 trillion rubles, which corresponds to 13.7% of GDP. Its maintenance costs amounted to 1.6 trillion rubles, and their share in the total federal budget expenditures increased by 1.4 percentage points year-on-year, to 7.4%.
