The Federal Antimonopoly Service has revealed a cartel agreement in the supply of medicines from the list of vital and essential medicines. The total amount of contracts exceeded 1.1 billion rubles.
According to the agency, Primafarm LLC and Profarm LLC entered into an anti-competitive agreement to maintain prices in 109 procurement procedures between 2022 and 2024. At the same time, government contracts were concluded without a reduction or with a minimal reduction in the initial maximum contract price.
During the investigation, the FAS found that the organizations used a single infrastructure for bidding and had stable financial, economic and business relationships. These conclusions were confirmed, among other things, by analyzing information received during an on-site unscheduled inspection in April 2025.
The companies were found to have violated the antimonopoly legislation. They face fines, and the materials of the antimonopoly case will be transferred to law enforcement agencies to resolve the issue of initiating a criminal case.
