The Accounting Chamber pointed to the inefficient use of budget funds for the construction of social facilities

The study covered 934 schools, 1,464 kindergartens, 86 hospitals and 189 polyclinics. High variability in the physical characteristics of the constructed facilities has been revealed, which indicates the lack of a unified approach to the design and expenditure of budgetary funds. The average cost of building a square meter for different types of social facilities varies: for example, the construction of hospitals cost 302 thousand rubles per square meter, and schools cost 91.5 thousand rubles.

The Accounting Chamber also noted cases of exceeding the standards for the area of premises in educational institutions, which may lead to additional costs.

At the same time, the use of standard design documentation (TPD) has shown a positive impact on the cost of construction, but the proportion of facilities designed using it remains low, according to the report of the Accounting Chamber.

Despite the existence of conditions for the use of TPA in agreements on co-financing the construction of social facilities, the obligations for its application were not spelled out in the agreements of the Ministry of Education of Russia. This highlights the need to optimize approaches to the design and construction of social facilities in the country.

In addition, the analysis revealed that for 62.5% of the reviewed hospital projects, decisions on financing construction were made before they were included in the territorial planning schemes, that is, without preliminary study, evaluation, and justification of the options for the placement of facilities and without taking into account the specifics and directions of development of the relevant territory and infrastructure.

Based on the results of the analysis, the Accounts Chamber sent a number of recommendations to the Government of the Russian Federation.
