Russia may withdraw from the European Convention for the Prevention of Torture and Inhuman Treatment

The Cabinet of Ministers has made a proposal to denounce the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. The relevant resolution has been sent to the President of the Russian Federation for consideration.

The Government proposes to the President to terminate not only individual protocols, but also to denounce the European Convention on Human Rights itself, which has been in force since 1987.

The Russian Federation joined this convention in 1996 as a member of the Council of Europe, but after its work was blocked in 2022, it could not participate in its activities. Since that moment, the Russian Federation has gradually denounced a number of Council of Europe documents that could not operate under the new circumstances. At the same time, Moscow has repeatedly stressed that it does not abandon its international obligations to combat crimes and human rights violations.
