In Russia, the number of bank cards may be limited to 10 per person.

The Russian government plans to set a limit on the allowed number of bank cards per person. This is stated in the second package of measures against cybercriminals published for public discussion.

It is assumed that bank customers will be allowed to issue no more than 10 cards. This measure is proposed as a way to combat intermediary droppers who transfer their cards or electronic wallets through which stolen funds pass to fraudsters. Limiting the issue of bank cards will make it easier for banks to monitor transactions and identify suspicious transactions.

According to the Central Bank, up to 80,000 people are engaged in droperage every month, about a third of them are non-residents of the Russian Federation.
