Starting from 2026, the Ministry of Labor proposes to limit quotas for a number of industries in hiring foreign workers. The relevant draft resolution has been published on the portal of legal acts.
In particular, it is planned to reduce the share of foreigners in such areas as catering, construction, tobacco and alcohol retailing.
In the catering sector, only 50% of jobs will be allocated to persons without Russian citizenship. It is also proposed to reduce the number of foreign workers in the construction sector to the same proportion. Currently, the acceptable share of migrant workers in the total number of employees of an organization in the construction sector may be 80%.
In such areas as vegetable cultivation, wholesale trade in wood and lumber, forestry and logging, as well as wood processing and the production of products from it, the marginal share of migrant workers may decrease from 50% to 40%.
The permitted quota in the retail trade of alcohol and tobacco may decrease from 15% to 0%. In fact, this means a complete ban on hiring foreigners for these jobs.
