The Accounting Chamber of Russia conducted an audit of the budget execution of the Ministry of Natural Resources (Ministry of Natural Resources), the Federal Agency for Mineral Resources (Rosnedra) and the Federal Agency for Fisheries (Rosrybolovstvo) for 2024. In the reporting year, the Ministry of Natural Resources and Rosrybolovstvo were able to significantly exceed the revenue plan.
The Ministry of Natural Resources has transferred 5.5 billion rubles to the budget, which is 15 times higher than the forecast. The main factor in this growth was the return of unused budget investments in the amount of 5 billion rubles. Rosrybolovstvo also showed good results, collecting 227.4 billion rubles - 8% higher than forecast and 28.6 times more than in 2023, thanks to revenue from crab auctions. At the same time, Rosnedra did not reach its targets: the budget received 24.3 billion rubles, which is 18.2% lower than forecast and 8.7% less than the previous year. The main reason was the failed auctions for the right to use subsurface areas. Of the 309 announced auctions, only 159 took place./p> All three departments demonstrated high rates of cash execution of expenses: the Ministry of Natural Resources 98.6% (60.5 billion rubles), Rosnedra 99.9% (34.7 billion rubles), Rosrybolovstvo 99.6% (32.3 billion rubles). However, despite the high results, the Ministry of Natural Resources and Environment was unable to commission 8 planned industrial eco-parks, and Rosrybolovstvo postponed the commissioning of two facilities to 2025. The analysis of the implementation of state programs showed a high level of cash execution - more than 98%. In particular, the state program "Environmental Protection" was implemented by 99.8%, and "Forestry development" by 96.6%. The cash execution of expenditures under the program "Development of the fisheries complex" amounted to 99.3%, and all four indicators of the program were exceeded. The audit also revealed violations: the Ministry of Natural Resources and Environment did not ensure proper control over inter-budget transfers, Rosrybolovstvo did not comply with budget accounting rules, and Rosnedra experienced a 17% increase in the remaining subsidies for the fulfillment of state tasks, amounting to 3.8 billion rubles.
