The Accounting Chamber of Russia conducted an audit of the budget execution of the Federal Forestry Agency (Rosleskhoz) and the Federal Agency for Water Resources (Rosvodresursy) for 2024. Both departments were able to exceed the revenue plan: Rosleskhoz transferred 51.4 billion rubles to the budget, which is 101.5% of the forecast, and Rosvodresursy 33.3 billion rubles (116.2%).
Sergey Mammadov, auditor of the Accounting Chamber, noted that exceeding the revenue plan in Rosvodresurs is associated with an increase in water use and advance payments from users.
At the same time, the level of cash execution of expenses at Rosvodresurs amounted to 99.6%, which is higher than in the previous year (99.4%). However, the Federal Forestry Agency did not reach the level of 2023, having fulfilled expenses at the level of 98% against 99.8% last year. The volume of unfulfilled expenses in the Federal Forestry Agency amounted to 1.3 billion rubles, which is explained by incomplete disbursement of subventions and delays on the part of contractors. At the same time, Rosvodresursy fulfilled all the indicators of its state program, including projects to improve the Volga River and preserve unique water bodies. However, the audit revealed a number of violations: both departments did not ensure proper control over the receipt of income from the use of natural resources. In six regions, the target figures for receipts for the use of water bodies in the amount of 20.5 million rubles were not reached, and the debt of tenants of forest plots amounted to 1.2 billion rubles. In addition, violations were found in the Federal Forestry Agency during procurement and control over the fulfillment of state tasks, according to the report of the Accounting Chamber.
