Starting from April 1, 2025, a law came into force in Russia limiting the number of subscriber numbers per person to 20 SIM cards. According to Chairman of the State Duma Vyacheslav Volodin, from September 1, 2025, it will be possible to establish a self-ban on concluding contracts for the provision of mobile communications services through the Gosuslugi portal or the MFC.

According to data at the beginning of 2025, almost 25,000 people had subscriber numbers in excess of the established limit, and in total they owned 6 million mobile numbers. Such measures are aimed at combating telephone fraudsters, who often use both virtual numbers and SIM cards issued using stolen or illegally obtained passport data of citizens.

A special section of SIM cards has also appeared on the Public Services portal, where users can check the number of SIM cards issued on them without contacting each mobile operator. In this section, the function of blocking suspicious or unnecessary SIM cards is also available, as well as the ability to suspend service on certain numbers.
