«We support this policy and promote it in every possible legislative way. However, in practice, the implementation of individual investment initiatives may face objective legal and economic constraints.
With a key interest rate of 21%, any lending turns into an expensive undertaking, except in some cases when the government assumes part of the interest burden. In such circumstances, the classical logic of business planning - to invest today in order to earn tomorrow - loses its legal and financial validity.
The legislation of the Russian Federation allows, and sometimes even encourages preferential lending in priority industries.
In fact, the legal context of investment activity in Russia today is determined not only by the refinancing rate, but also by a set of exceptions fixed in by-laws. In our opinion, they create narrow corridors of acceptable investment activity, where loans do not destroy the project at the start.
