The innovation will be:

- introduction of mandatory labeling of incoming calls;

- creation of a database of malicious voices based on the state information system "Anti-fraud"; - Russians will have the opportunity to opt out of advertising calls and messages;

- government agencies, banks, telecom operators, marketplaces, job search and ad placement services will be prohibited from contacting citizens through messengers;

- users of communication services will be able to ban the registration of a SIM card without personal presence;

- banks will be required to check cash withdrawals through ATMs for signs of disbursement of funds without the voluntary consent of the account holder;

- mandatory client authentication is introduced upon remote conclusion of a consumer loan agreement by microfinance organizations;

- the opportunity is being introduced for citizens to appoint trusted persons confirming or rejecting a request for monetary transactions;

- banks will be required to request and keep copies of powers of attorney for conducting operations with funds for five years;

- the maximum monthly amount for cash withdrawal is set (in the amount of 100 thousand rubles) from accounts compromised in fraudulent schemes and blacklisted by the Central Bank of the Russian Federation.
