In the third quarter of 2024, 29.5 million people were employed in the small and medium-sized enterprises (SMEs) sector in Russia. This was stated by Russian Prime Minister Mikhail Mishustin during a speech in the State Duma. 

The national project "Small and Medium-sized Enterprises" provided financial assistance to 500,000 SMEs for 7.6 trillion rubles. As part of the support, measures are being implemented to stimulate lending, including umbrella guarantees and regional guarantee programs. Entrepreneurs have access to development tools: preferential leasing, grants, and industrial technology parks.

The government has reduced the administrative burden on businesses: the number of inspections has decreased by 4 times compared to 2019. Additionally, business costs have been reduced due to the federal tax deduction, which reduces corporate income tax on capital expenditures.
