The State Duma has approved in the first reading a bill aimed at toughening penalties for publicly inciting hatred or enmity based on race, nationality, gender or religion. The document recommends bringing to criminal responsibility for such actions those who were previously brought to administrative responsibility.

The bill was introduced by the Government of the Russian Federation and provides for the exclusion of a one-year time period for repeated prosecution, as well as criminalizes public actions involving justification or propaganda of violence.

For such crimes, it is proposed to maintain the current sanctions: a fine of up to 500 thousand rubles, forced labor for up to four years or imprisonment for a term of two to five years. The maximum penalty in the form of imprisonment for up to six years is provided for crimes committed by a group of persons, by prior agreement, with the use of violence, by a person using official position or by an organized group.
