The Federation Council is considering the possibility of changing the mechanism for allocating tax on the professional income of the self-employed to address the issue of their pension provision. Andrey Kutepov, head of the Federation Council Committee on Economic Policy, made a corresponding proposal to the government. This was reported by TASS with reference to his letter to Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation.

Kutepov notes that today the distribution of tax paid by the self-employed is as follows: 63% of the amount goes to the regional budget, 37% to the compulsory health insurance fund. According to the initiative, the income tax should be divided into three parts, including a percentage of mandatory insurance premiums.

The second solution to the issue of pension provision for the self-employed is to oblige this category to transfer insurance premiums to their pension insurance. Under current legislation, the self-employed do not pay mandatory insurance premiums, and their current earnings will not affect their future pensions. If desired, they can voluntarily join the pension insurance in order to obtain seniority for the appointment of a pension.

According to the author of the initiative, the current situation creates a large number of citizens who will receive a minimum pension, which in some cases will mean living below the poverty line, and this will increase the burden on the budget.
