The Russian government has expanded the list of foreign goods subject to restrictions in public procurement. Starting from 2027, new rules will apply to five additional product categories. The corresponding decree has been published on the official legal information portal.

The updated list includes lead-acid batteries (excluding those for starting piston engines) and several categories of furniture. Specifically, restrictions will affect office and retail furniture, kitchen cabinets, and wooden bedroom, dining room, and living room furniture. Additionally, wooden furniture not classified under other categories will also fall under the new regulations.

According to the Ministry of Industry and Trade (Minpromtorg), foreign products will only be allowed in public tenders if no Russian alternatives are offered. This means that when Russian analogs are available, preference must be given to domestic goods.

The new requirements will be implemented in two stages. Restrictions on the purchase of imported lead-acid batteries will come into effect on January 1, 2027, while those on furniture will start on July 1 of the same year.

Minpromtorg emphasized that the phased introduction of these measures will allow state buyers to adapt to the changes and adjust their procurement plans accordingly.

The ministry stressed that the expansion of the list aims to support Russian manufacturers and increase the share of domestic products in public procurement.
